Mr. Zhang Mingao

Chairman and President

Mr. Zhang Mingao, is an executive director and the president of the Group. He is also the chairman of the Executive Directors Committee and the Environmental, Social and Governance Committee of the Board, a member of the Strategy Committee and a director of certain subsidiaries of the Company. He is also the chairman of the management decision-making committee of the Group. He is in charge of the overall operation of the Group. Mr. Zhang is also the chairman of Everbright Jiabao Co., Ltd. (stock code: 600622.SH), the non-executive and non-independent chairman of Ying Li International Real Estate Limited (stock code: 5DM.SGX) And the chairman and executive director of China Aircraft Leasing Group Holdings Limited (stock code: 1848.HK). Mr. Zhang was the general manager of the asset management department of China Everbright Bank Co., Ltd. (stock code: 601818.SH, 6818.HK) (“CEB”). After joining China Everbright Bank in 1999, Mr. Zhang worked successively as the risk director of Suzhou Branch of China Everbright Bank, the risk director of the SME Department of China Everbright Bank Headquarters and the president of Wuxi Branch of China Everbright Bank. Mr. Zhang holds a bachelor degree in economics majoring in rural finance from the School of Economics and Trade of Nanjing Agricultural University. He has more than 30 years of experience in the financial industry and management. He joined the board in December 2017.

Mr. HUANG Jiang

Executive Vice President

Aged 47, joined CSCEC in 1997 and was seconded to China State Hong Kong in 2000, has been a Director of certain subsidiaries of China State Hong Kong since 2014 and was appointed as an Executive Vice President of China State Hong Kong on 22 April 2022. Mr. Huang graduated from Chongqing Jianzhu University, and obtained a degree of Master in Project Management from Hong Kong Polytechnic University and a degree of Executive Master of Business Administration from Nankai University. Mr. Huang has over 25 years’ experience in contract and project management.

Mr. ZHANG Ming

Vice President

Aged 39, joined CSCEC in 2006 and was seconded to China State Hong Kong in 2010, has been a director of certain subsidiaries of the Group since 2018 and was appointed as a Vice President of China State Hong Kong on 4 September 2018. Mr. Zhang graduated from Harbin Institute of Technology, and obtained a degree of Master of Construction and Real Estate from The Hong Kong Polytechnic University and was awarded the title of Engineer. Mr. Zhang has over 16 years’ experience in construction engineering, administration and human resources management.

Mr. ZHOU Yuguang

Vice President

Aged 57, joined COHL Group in 1995 and was seconded to the CSCI Group in 2014, was appointed as a director of certain subsidiaries of China State Hong Kong and a Vice President of China State Hong Kong on 30 January 2018. Mr. Zhou graduated from the Central South University, and obtained a Master degree from Zhongnan University, a degree of Master of Business Administration from the University of South Australia and a Doctorate degree from Hong Kong Polytechnic University and was awarded the title of professor level Senior Engineer. Mr. Zhou is a member of China Civil Engineering Society. Mr. Zhou has over 34 years’ experience in information technology management and project management.

Mr. WONG Wing Yuk

Vice President

Aged 64, joined China State Hong Kong in 1990 and was appointed as a Vice President of China State Hong Kong on 2 September 2013. Mr. Wong graduated from the Plymouth Polytechnic (UK) and obtained a degree of Master of Business Administration from Southern Illinois University (US). Mr. Wong is a fellow member of the Hong Kong Institution of Engineers, a Chartered Engineer of The Engineering Council (UK) and a fellow member of the Institution of Civil Engineers. Mr. Wong has over 35 years’ experience in construction engineering and contract management.

Mr. LAU Wing Shing

Vice President

Aged 62, he graduated from the University of Warwick (UK), and City University of Hong Kong and obtained a Master degree of Science and a Master degree of Laws. Mr. Lau is a fellow of the Chartered Institute of Building (UK), a fellow of the Chartered Management Institute (UK), a fellow of the Institute of Clerks of Works of Great Britain Incorporated (UK) and an associate of Chartered Institute of Arbitrators (UK). He is also a member of the Hong Kong Institute of Engineers, a member of the Hong Kong Institute of Surveyors, a member of the Royal Institution of Chartered Surveyors, the Association of Cost Engineers (UK), the Registered Professional Engineer (Building) of the Hong Kong Engineers Registration Board and the Registered Professional Surveyor (Quantity Surveying) of the Hong Kong Surveyors Registration Board. Mr. Lau is currently appointed a vice chairman (strategy) of Building Committee by the Hong Kong Construction Association. Mr. Lau joined China State Hong Kong in 1989. Mr. Lau has over 40 years’ experience in contract and project management. He assists in managing the Group’s building construction and joint venture projects in Hong Kong, and pre-contract works for mega size infrastructure projects. Mr. Lau is also appointed as the Chief Engineer and Director of Market Development of China State Hong Kong, he manages the technology and market development for China State Hong Kong.

Mr. CHAN Wai Hung

Vice President

Aged 64, joined China State Hong Kong in 1989, has been a Director of certain subsidiaries of China State Hong Kong since 2014 and was appointed as a Vice President of China State Hong Kong on 5 April 2016. Mr. Chan graduated from the Hong Kong Baptist University and obtained a Master Degree of Science from City University of Hong Kong. Mr. Chan is a member of the Hong Kong Institution of Engineers. Mr. Chan has over 41 years’ experience in construction management.

Mr. GUO Feng

Deputy Financial Controller

Aged 46, joined CSCEC in 1998 and was seconded to China State Hong Kong in 2001. He was appointed as a Deputy Financial Controller of China State Hong Kong on 2 August 2018. Mr. Guo graduated from the Central University of Finance and Economics. Mr. Guo has over 23 years’ experience in financial management.

Mr. LEE Kam Ming

Assistant President

Aged 55, joined China State Hong Kong in 1999 and was appointed as an Assistant President of China State Hong Kong on 2 August 2018. Mr. Lee graduated from the Hong Kong Polytechnic University. Mr. Lee has over 36 years’ experience in construction management.

Mr. SUNG Tsang Hung

Assistant President

Aged 64, joined China State Hong Kong in 1986 and was appointed as an Assistant President of China State Hong Kong on 14 August 2019. Mr. Sung graduated from the Hong Kong Polytechnic University. He is a member of the Hong Kong Institution of Engineers and the Chartered Institute of Building. Mr. Sung has over 40 years’ experience in construction management.

Mr. SHAO Ruizhe

Assistant President

Aged 39, joined China State Hong Kong in 2007 and was appointed as an Assistant President of China State Hong Kong on 12 February 2021. Mr. Shao graduated from the Tianjin University， and obtained a degree of Master of Construction and Real Estate from the Hong Kong Polytechnic University. Mr. Shao has over 15 years’ experience in construction management and construction technology.

Mr. ZHANG Yi

Assistant President

Aged 41, joined China State Hong Kong in 2003 and was appointed as an Assistant President of China State Hong Kong on 18 February 2021. Mr. Zhang graduated from Chongqing University and obtained a degree of Master of Business Administration from Hong Kong Baptist University. He is a fellow member of the Hong Kong Institution of Engineers, a member of the Chartered Institute of Building (UK), the Institute of Healthcare Engineering and Estate Management (UK), the Hong Kong Institute of Project Management, the Hong Kong Institute of Environmentalists, and Hong Kong Professionals And Senior Executives Association. Mr. Zhang possesses the professional title of Senior Engineer (PRC), and has over 19 years’ experience in construction management.
